Overview

Chemonics seeks Tax and Revenue Administration team officers to provide technical leadership, management, and direction to the Tax Administration Team. The tax administration team will oversee all technical deliverables related to tax administration and will work with the chief of party to ensure all deliverables are timely, high in quality, and responsive to the needs of Africa Union Delegation to the USAID and project counterparts. The Tax and Revenue Administration team officers will work with Africa Union Tax Department and the Local Government of Ghana, Zambia, Ethiopia, Tunisia counterparts to identify needs areas in tax administration reform. What You Will Do

• Provide technical assistance to expand the tax base, increase compliance, and enhance revenue generation through streamlined business processes and upgraded fiscal control capacity
• Facilitate taxpayer voluntary compliance, reduce taxpayer compliance cost, and strengthen communication with taxpayers through expansion of the taxpayer service program, including electronic tax services
• Develop modern tools and techniques, including improved staff training
• Improve enforcement of tax compliance through improved detection and audit techniques, including expanded use of third-party data
• Supervise the deputy tax administration team leader, tax administration specialist, and other long-term staff as appropriate
• Prepare action plans for specific activities
• Develop scopes of work and terms of reference for short-term technical assignments, and supervise the field work and written deliverables of short-term consultants
• Contribute to communications and reporting tools and to the project’s monitoring and evaluation effort, including written updates (weekly, monthly, quarterly and annual) on progress against activity objectives
• Make formal and informal presentations to USAID and host countries government counterparts
• Conduct meetings and maintain trusting relationships and open communication with Tunisian government officials, counterparts, and other relevant stakeholders in collaboration with the chief of party

Required Qualifications, Skills and Competences

• A Graduate degree in a relevant field, such as economics, accounting, public administration, or law.
• Minimum of 2 years of experience in a relevant field such as national tax administration, technology-assisted revenue collection, taxpayer services, or tax audit, including three years in a supervisory position
• Minimum of2-years of international development project experience, including a successful record as chief of party or team leader.
Direct experience with tax administration modernization in developing and transitioning countries, including experience working with finance ministries, tax administration agencies, and related institutions

• Demonstrated leadership, versatility, and integrity
• Experience in Middle East or Africa region
• Fluency in written and verbal English; fluency in written and verbal French or Arabic may be good, but not mandatory.
